(A) Storm ditches and tiles within the city are considered a part of the storm drainage system, and fall within the responsibilities of the Board of Public Utilities and its designated division.
(B) The Board of Public Utilities shall, through its designated division, immediately begin to and periodically survey all storm ditches, routinely cleaning and maintaining those with normal obstructional growth and debris, and reporting annually to Council as to the survey progress and general condition of storm drainage ditches in the city, as well as any requests for major cleaning or grubbing of certain ditches, and make assessments against benefitting property holders, when necessary.
