For the purpose of nominating and electing the elective officials of the city provided for in this charter, and for the purpose of fixing the salaries of those officials to be elected at the regular municipal election of 1973, the provisions of this charter shall become effective from and after the date of its approval by the electors. For all other purposes, the provisions of this charter shall become effective January 1, 1974. If council shall fail to provide for wards under § 2.01 of this charter not later than January 15, 1973, the ward boundaries in effect as of the date of adoption of this charter shall remain in effect until changed pursuant to this charter.
