The provisions of the constitution and laws of the State of Ohio relating generally to budgets, appropriations, deposits, expenditures, debts, bonds, the submission to the electors of bond issues or tax levies, and other fiscal matters of cities shall be applicable to the city, except as modified by or necessarily inconsistent with the provisions of this charter.
