The contracting official who recommends acceptance of a contract for and on behalf of the city shall consider the following items in making a determination as to what is the lowest and best bid: price of contract; time of completion of contract; residency of person submitting contract bid; qualifications and reputation of person or company submitting contract bid; prior work performance completed for the city; standardization of equipment for the city; cost of possible maintenance contract for equipment being purchased; cost of inventory of repair items for equipment being considered for purchase; servicing and spare parts availability for equipment being purchased; distance and time involved in travel to obtain parts, supplies, equipment, or service; recommendations of city personnel using equipment; safety factors of equipment being considered; experience of other contracting authorities, purchasers, or users and their recommendations; bidders ability to obtain bonding license; credit and criminal checks of bidders; and other similar and related standards and conditions.
