The Finance Director is hereby authorized to set up and maintain an Enforcement and Education Fund, a special revenue fund, and to do all things necessary and proper to manage the monies in the fund consistently with the provisions of the fund, including the receipt, investment, reinvestment, and disbursement of those monies.
