The Finance Director is hereby authorized to set up and maintain an Indigent Driver’s Alcohol Treatment Fund, a special revenue fund, and to do all things necessary and proper to manage the money in the fund consistently with the provisions of the fund, including the receipt, investment, reinvestment, and disbursement of those monies.
