(A) There is hereby established a special fund to be known as the Debt Service Fund under the provisions of R.C. § 5705.12.
(B) The Finance Director is hereby authorized and directed to establish the following bond retirement fund: Debt Service Fund as provided by R.C. § 5705.09(C). The Finance Director is further authorized to do all things necessary and proper to manage the monies in the fund consistent with the provisions of the fund, including carryover of existing dollars, receipt, investment and disbursement of those monies.
