There is established in the city a fund to be known as the Water Capital Reserve Fund. The fund shall be used only for the purpose of making extensions, betterments, repairs, additions, or equipment associated with the water works system of the city. The fund shall have in it monies transferred to it from the Water Revenue Fund, or other funds in accordance with the Ohio Revised Code, and also funds collected by special assessment to repay the cost of improvements previously financed from these funds.
