(A) There is established in the city a fund to be known as the Park, Playground, and Recreation Fund.
(B) The fund shall be used for the purpose of conducting a park, playground, and recreation program; employing a Recreation Director and other employees for maintaining the park and other recreational facilities; the purchase of park, playground, and recreational equipment and materials; and for other park, playground, and recreational purposes as Council shall from time to time provide in appropriate ordinances.
