§ 7.01 CIVIL SERVICE COMMISSION.
   There shall be a Civil Service Commission appointed in accordance with and having the powers provided by general law for Civil Service Commissions in cities.
   When a vacancy occurs in the entry level position of the Police or Fire Division to be filled by appointment, the Civil Service Commission shall certify to the appointing authority the names of the five (5) persons standing highest on the eligibility list for such position. The appointing officer shall appoint one of such persons to such position.
   When a vacancy occurs in any other position of the classified service of the city to be filled by appointment or promotion, the Civil Service Commission shall certify to the appointing authority the names of the three (3) persons standing highest on the eligibility list for such position. The appointing officer shall appoint one of such persons to such position.
   When compiling an eligibility list for entry level positions, a bonus credit of 10% of the passing test score shall be awarded to honorably discharged veterans of the United States military service.
   The Civil Service Commission may prescribe rules and regulations for the management and hiring of employees of the City. In all other respects the Civil Service Commission shall be governed by the laws of Ohio applicable to cities.
