The city administration shall have the authority to recognize city employees who are retiring from employment with the city in accordance with the rules and regulations promulgated by the Mayor and Municipal Administrator from time to time. Gifts may be purchased through city funds for this purpose; however, such gifts shall only recognize the retiring employee.
