§ 31.19 AMENDMENTS.
   If amendments to any resolution or ordinance are offered and adopted, the chair shall so report and the ordinance shall be read as amended on request of any member before the vote on its passage is taken, but no amendment shall be offered until the resolution or ordinance shall be read the second time.
