All bylaws, ordinances, and resolutions shall be fully and distinctly read on three different regular meeting days, unless, by three-fourths vote (six votes) of Council elected thereto, Council shall dispense with the rule. However, this rule shall not apply to the ordering of an election or the direction by Council to any city officers or board to furnish Council with information as to the affairs of any department of the city, or resolution instructing investigation or reports from officers.
