§ 31.05 STANDING COMMITTEES.
   The following standing committees, consisting of three members each, and the first member named to be the chairperson of each such committee, shall be appointed by the President of Council at the first meeting in January of each term or as soon as may be practicable thereafter.
   (A)   Finance and Ways and Means. Whose duty it shall be to examine into and report upon all matters of accounts or claims against or in favor of the city, to prepare and approve the semi-annual appropriations ordinances, to examine and report upon all matters relative to the revenue of the city which may be referred to it, to fix the tax level for the several general funds from the annual budgets for the city officers, to inquire into the city debts, the revenue and expenditures and whether any and what retrenchment can be made at any time to advantage, and to report from time to time upon those provisions and arrangements which are conducive to economy, order, and accountability in the conduct of the fiscal affairs of the city.
   (B)   Transportation and Safety. Whose duty it shall be to take into consideration all matters pertaining to parking, traffic control, streets and alleys, Fire Division, Police Division, and related matters.
   (C)   Public Utilities Committee. Whose duty it shall be to consider all matters pertaining to electric, water, sewer, and to make suggestions regarding service and the regulation of same, and to report upon those matters referred to it. Also includes cable TV contract.
   (D)   Planning, Zoning and Economic Development. Whose duty it shall be to consider and report on all matters pertaining to the planning, zoning, industrial and economic development of the city.
   (E)   Parks, Recreation, Public Lands and Buildings. Whose duty it shall be to consider and report upon matters pertaining to parks and recreation services and matters pertaining to lands or buildings owned or used by the city other than those used by the Utilities Department.
   (F)   Sustainability. Whose duty it shall be to consider and report on matters relating to sustainability initiatives and related matters.
   (G)   Community Improvement. Whose duty it shall be to consider and report upon all matters pertaining to litter control; vandalism; loud parties; neighborhood associations; municipal employee attitudes; animal control; drug and alcohol concerns; and related matters.
