A violation of this chapter shall be punishable by a fine of $100 for the first offense and $300 for the second offense in a 12-month period. A person charged with a third offense in a 12-month period shall pay a fine of $500 and shall have his or her permit permanently revoked. A person charged with a violation also shall pay all costs of prosecution, including all post-judgment costs and fees.
