(A) Basis for wastewater service charges.
(1) The wastewater service charge for the use of and for service supplied by the wastewater facilities of the village shall consist of a basic service fee, a capital improvement charge, a usage charge and applicable surcharges.
(2) The basic service fee is computed by apportioning the annual debt service charge evenly among all users, as a fixed charge per billing period.
(3) The capital improvement charge is levied on users to provide for capital improvements, extensions or reconstruction of the sewage treatment works. The capital improvement charge is computed by apportioning the annual amount to be as a fixed charge per billing period.
(4) (a) The usage charge is levied on all users to recover the operation, maintenance and replacement costs (O&M) and shall be based on water usage as recorded by water meters or sewage meters for wastes having the follow[ ng normal domestic concentrations:
1. A five-day, 20°C biochemical oxygen demand (BOD) of 200 mg/l; and
2. A suspended solids (SS) content of 220 mg/l.
(b) The usage charge shall be computed as follows:
1. Estimate the annual wastewater volume, pounds of BOD and pounds of SS to be treated;
2. Estimate the projected annual revenue required to operate and maintain the wastewater facilities, including a replacement fund for the year, for all works categories;
3. Proportion the estimated O&M costs to each user class by volume, BOD and SS;
4. Proportion the estimated O&M costs to wastewater facility categories by volume, BOD and SS;
5. Compute costs per 1,000 gallons for normal domestic strength sewage; and
6. Compute surcharge costs per pound for BOD and SS concentrations in excess of normal domestic strengths.
(5) (a) A surcharge will be levied to all users whose waters exceed the normal domestic concentrations of BOD (200 mg/l) and SS (220 mg/l). The surcharge will be based on water usage as recorded by water meters or sewage meters for all wastes which exceed the 200 mg/l and 220 mg/l concentrations for BOD and SS respectively.
(b) The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the Village Board of Trustees and shall be binding as a basis for surcharges.
(6) The adequacy of the wastewater service charge shall be reviewed, not less often than annually, by certified public accountants for the village in their annual audit report. The wastewater service charge shall be revised personally to reflect a change in local capital costs or O&M costs.
(7) The users of the wastewater treatment services will be notified annually, in conjunction with a regular bill, of the rate and that portion of the user charges which are attributable to the wastewater operation, maintenance and replacement.
(B) Measurement of flow. The volume of flow used for computing usage charge and surcharges shall be the metered water consumption read to the lowest even increment of 100 gallons.
(1) If the person discharging wastes into the public sewers procures any part or all, of his or her water from sources other than the public waterworks system, all or part of which is discharged into the public sewers, the person shall install and maintain, at his or her expense, water meters of a type approved by the Village Board of Trustees for the purpose of determining the volume of water obtained from these other sources.
(2) Devices for measuring the volume of waste discharged may be required by the Village Board of Trustees if these volumes cannot otherwise be determined from the metered water consumption records.
(3) Metering devices for determining the volume of waste shall be installed, owned and maintained by the person. Following approval and installation, such meters may not be removed, unless service is cancelled, without the consent of the Village Board of Trustees.
(C) Basic service fee. There shall be and there is hereby established a basic service fee of $22 per month to be applied to all users to cover debt retirement.
(D) Capital improvement charge. There shall be and there is hereby established a capital improvement charge of $0.00 per month to all users.
(E) Usage charge.
(1) In addition to the basic service fee of $22, a minimum use charge of $13.40 per month shall be applied to all users to cover operation and maintenance costs.
(2) Usage in excess of 1,000 gallons per month will be charged at a rate of $2.15 per 1,000 gallons to cover operation and maintenance costs.
(F) Surcharge rates.
(1) The rates of surcharges for BOD and SS shall be as follows:
(a) BOD: $0.516 per pound of BOD in excess of 200 mg/l; and
(b) SS: $0.438 per pound of SS in excess of 220 mg/l.
(2) The surcharges for excess BOD and SS shall be computed as follows:
SB= $0.516 x (b - 200) x V + 120,000
SS = $0.438 x (s- 220) x V + 120,000
(3) Where:
SB = BOD surcharge, if applicable
b = Concentration of BOD (mg/l)
V = Wastewater volume for the billing period (gallons)
SS = SS surcharge, if applicable
s = Concentration of SS (mg/l)
(G) Computation of wastewater service charge.
(1) The wastewater service charge shall be computed by the following formula:
A = B + C + M + (V - 1,000) x U + SB + SS
(2) Where:
A = Amount of wastewater service charge ($) per billing period
B = Basic service fee
C = Capital improvement charge
M = Minimum use charge
V = Wastewater volume for the billing period
U = Unit cost for volume in excess of minimum
SB= BOD surcharge, if applicable
SS = SS surcharge, if applicable
