(A) Water service shall be furnished to new customers (or to current customers for service to be provided at another property or after service is cancelled for non-payment), only upon the completion and filing of an application and water users agreement with the village (upon a form to be supplied by the village).
(B) No water service shall be furnished to a property unless and until an applicant for service pays all debts that he or she owes to the village (or has entered into a payment agreement on the debt and is current on payments made under that agreement).
(C) If the water service is to be provided at a property that is not owner occupied, it shall be provided on condition that the property owner shall be liable to the village to pay any delinquent and unpaid water bills. No service to any new tenant at that property shall be provided by the village if any prior bills have not been paid in full.
