(A) The owners and occupants of properties which are supplied with village water and sewer service shall be required to pay a service charge for curbside waste and recycling collection, whether or not they use those collection services; they shall be jointly and severally liable for payment.
(B) (1) The collection service charge shall be included on the water/sewer billing statement, and payment shall be due when the water and sewer fees are due.
(2) The monthly service charge shall be as follows and will be reflected on bills mailed on and after the stated date:

(C) All water/sewer/garbage accounts shall be considered delinquent when the bill is not paid by the stated due date. All delinquent accounts are subject to the termination of all services. A lien may be recorded against the property for which collection services are provided. Collection service shall resume thereafter only after payment of the utility balance due, a $25 garbage service reinstatement charge, any water/sewer disconnect and/or reconnect charges and any lien recording and lien release fees.
