(A) Phase I. The following shall be effective upon the adoption of the ordinance codified into this section.
(1) Commodity. Commodity charge (per 1,000 gallons): $4.46.
(2) Base charge. In addition to the charge in division (A)(1) above, the base charge (per month) shall be (each user shall pay a base charge in accordance with the following applicable size of meter installed):

(B) Phase II. The following shall be effective January 1, 2024.
(1) Commodity. Commodity charge (per 1,000 gallons): $6.06.

(6) Temporary users. Water furnished to temporary users, such as contractors, circuses, and the like, shall be charged on the basis of the metered volume rates hereinbefore set forth as estimated and established by the Water Utility Superintendent.
(C) Non-residential users.
(1) In the event two or more non-residential users use water from the town’s water utility and the quantity of water is measured by a single water meter, then in such case, for billing purposes, the bill shall be the base monthly charge for the size of the meter used, plus the commodity charge for the water used.
(2) In the event two or more dwelling units, such as, but not limited to, mobile homes, apartments, or housekeeping rooms, use water from the town’s water utility and the quantity of water is measured by a single water meter, then in such case, for billing purposes, the bill shall be the multiple of the base monthly charge and monthly public hydrant surcharge for a five-eighths inch to three-fourths inch meter and the number of dwelling units, plus the commodity charge for the water used. A dwelling unit shall be interpreted as one or more connected rooms designed for occupancy by one family, and containing permanent cooking accommodations and private bath facilities. In the case of mobile home courts, apartment buildings, and housekeeping rooms, the number of dwelling units shall be computed and interpreted as the total number of mobile home spaces, apartments, or housekeeping rooms available for rent, plus any other dwelling units served through the meter.
(3) For service rendered to the town, the town shall be subject to the same rates and charges as hereinabove provided, or to rates and charges established in harmony herewith.
