§ 30.03 TOWN COUNCIL ELECTIONS.
   (A)   The Council members of the town shall be elected at large by a vote of all the qualified voters of the town.
   (B)   In the town election to be conducted in 1979, three Council members shall be elected, one of whom shall be designated to serve a term of two years beginning January 1, 1980, and the remaining two Council members to be elected for a term of four years beginning January 1, 1980. Thereafter, all Council members shall be elected to serve for a term of four years in accordance with the law of the state concerning town elections.
   (C)   Following the election conducted in November 1979, the elected Council member who shall have received the least number of votes in said election shall serve as such Council member for a term of two years, and the remaining two Council members shall serve for a term of four years.
