SCHEDULE IV. PARKING OF HEAVY TRUCKS.
   (A)   It shall be unlawful for any person to park a semi-trailer, semi-truck, or a truck exceeding five tons in weight anywhere in any residential zone of the town, as designated by the zoning ordinances and zoning maps of the town. This prohibition hereby imposed shall not apply to the parking or standing of a semi-trailer, semi-truck, or other truck exceeding five tons for the purpose of making pick-ups or deliveries from or to any building or structure located within such residential zone, or for the purpose of delivering materials to be used in the repair, alteration, remodeling, or construction of any such building or structure for which a building permit has been obtained. The prohibition imposed hereby shall apply not only on public streets but also on private property, including, but not limited to, driveways and parking areas, even if off the street or right-of-way.
   (B)   It shall be unlawful for the operator of any semitractor, any refrigerator trailer, or any truck exceeding five tons to permit said vehicle or refrigerator trailer to idle or operate its refrigerator unit for a period greater than 15 minutes within the town limits.
   (C)   The Police Department shall enforce the provisions of this schedule and, upon a violation, shall issue a citation directly to the operator of such truck or trailer, or if he or she cannot be found or is not in the immediate vicinity, by placing a copy of the citation under the windshield wiper of such truck or to otherwise affix the same to any refrigerated trailer found in violation of this schedule.
   (D)   Any violation of this schedule shall require the payment of a fine in an amount not to exceed $50 for the first such violation, and then a fine of an amount not to exceed $250 for any additional violations in any calendar year plus anyone found to be in violation of this schedule shall be responsible for and pay the town’s attorney fees and costs in the enforcement of this schedule.
