It is necessary for the protection of the public health and welfare of the inhabitants of the town and the safeguarding of the property within said town, and will be of public utility and benefit, to construct certain drainage improvements in accordance with preliminary studies heretofore prepared by Bonar Group, consulting engineers, which have been provided to the Town Council for its review.
