(A) A penalty of ten times the normal sewer use rate of billing shall be assessed to the industry each month for treatment of any contact cooling water discharged to the town’s wastewater treatment facilities.
(B) Industries shall install flow metering devices that measure, totalize, and record the amount of contact cooling water used in manufacturing processes.
(1) The flow meters shall be accurate to within 2% over the entire flow range.
(2) The meter shall be accessible to town personnel at all times for inspection of proper operation or tampering, and to record the amount of cooling water discharged to the town sewers, each month.
