There is an accounting entity maintained by the City Clerk-Treasurer and designated the Wastewater Enterprise Fund and all receipts arising from the operation of the city wastewater system including the collection of user fees, or the sale of such property or material connected with the management or operation of the wastewater system, or any appropriation made by the City Council for the purpose of maintenance, construction or extension of the wastewater works shall be recorded in this fund.
