The City Clerk shall enforce the provisions of this chapter, and for the purpose shall have the right to enter any and all buildings and premises at all reasonable times to inspect gas piping equipment and appliances. All inspections and services performed by the City Clerk shall be construed as being done under the police power of the city, and shall in no way increase the liability of the city in the event of damage to persons or property which may result from any such gas installation.
