§ 52.03 FUNDS, APPROPRIATIONS, BORROWING, OTHER MEANS.
   (A)   The city is authorized to make funds available by appropriation, by borrowing, or by other means, in accordance with the laws of the state and the procedures of the city, for equipment or the collection or disposal of refuse, and for the establishment, maintenance and operation of refuse collection systems and refuse disposal methods and sites; the city, is further authorized to issue licenses to private refuse collection services and permit them to perform refuse collection functions within the city.
   (B)   Refuse service charges within the city, for the purpose of financing the establishment, maintenance, and operation of refuse collection systems or refuse disposal methods and sites are hereby levied in accordance with the following schedules.
      (1)   The rate of charge for collection services provided by the city, and refuse disposal site operation by the city, subject to exceptions provided for the Boulder River School and Hospital, shall be $4.25 per month for each unit as established in the following schedule:

      (2)   The monthly charge for the dwelling of persons who are receiving Social Security benefits and living in a self-owned dwelling shall be $1.25 per month per unit.
      (3)   The city will not collect refuse from the Boulder River School and Hospital, nor shall there be a collection or disposal charge at this time. Arrangements for equitable compensation to the city for disposal site operation shall be negotiated forthwith; provided, however, that the Boulder River School and Hospital must meet all standards of this chapter for disposal and covering of refuse. If Boulder River School and Hospital delivers refuse to the refuse disposal site at times when it is closed, the Boulder River School and Hospital will be required to cover the refuse at its own expense.
   (C)   Refuse service charges, as provided by this section, shall be payable monthly, by separate billing in conjunction with the water bill. Such refuse service charges shall be collected by the City Clerk of the city.
   (D)   Residents of the city may dispose of their own refuse at the refuse disposal site, during its regular hours of operation, at no charge; provided, they comply with all requirements of this chapter. Residents who dispose of their own refuse shall, nevertheless, be required to pay the fees set forth above.
   (E)   Nonresidents of the city may deliver refuse to the refuse disposal site in the manner required by this chapter. A refuse disposal site fee shall be collected at the refuse disposal site from said non-residents according to the following schedule:
      (1)   One-half ton: $0.75 per load;
      (2)   One ton: $1.50 per load;
      (3)   Two tons: $2.25 per load;
      (4)   Five tons and up: $4.50 per load;
      (5)   Trucks hauling railroad ties, tires or building material from construction sites: $7.50 per load; and
      (6)   All private contract garbage haulers $4.50 per load.
