(A) The City Court has exclusive jurisdiction of any claims in civil actions arising from procurement or surplus sale activities for the collection of money due to the city or from the city to any person when the amount sought, exclusive of interest and costs, does not exceed $5,000.
(B) The Montana Fifth Judicial District Court in the county has exclusive original jurisdiction over any claims in civil actions arising from procurement or surplus sale activities for the collection of money due to the city or from the city to any person when the amount sought, exclusive of interest and costs, exceeds $5,000.
(C) All persons who participate in the procurement and surplus process of the city agree to submit themselves to the exclusive jurisdiction of the state courts as set forth herein by participating in such processes.
