(A) The procurement of supplies and services, and disposal of surplus supplies of the city is governed by M.C.A. §§ 7-5-4301 through 7-5-4322. These ordinances supplement the statutes and should be interpreted in harmony with the statutes. If there are any conflicts between the ordinances and statutes, the statutes are controlling authority.
(B) All persons who participate in the procurement and surplus process of the city agree to conform to the laws of the state and the ordinances of the city.
