Mobile home parks must meet all of the requirements of a planned unit development, as well as the following special conditions.
(A) Provisions for mobile homes.
(1) Each mobile home must be skirted, entirely enclosing the bottom section within 90 days after placement. Skirting must be of neat and durable materials compatible with the siding of the mobile home. Each mobile home must be connected to the city water supply and sanitary sewer system, and no mobile home may be served by other means. The connections must be protected from freezing by insulation, heat-tape or other means. Water supply and sanitary sewer connections must meet all state federal and local plumbing codes.
(2) Mobile home movement: movement of mobile homes into or within the mobile home park requires a zoning permit and must meet all conditions of this chapter.
(B) Provisions for mobile home parks.
(1) Park density: average park density shall not exceed nine mobile homes per acre.
(2) Lot size: minimum lot size shall be 4,500 square feet with no less that 30 feet of lot width.
(3) Lot coverage: maximum mobile home lot coverage shall not exceed 50%. Coverage shall mean the mobile home, porches and decks and all accessory buildings.
(4) Setbacks: mobile homes, attachments and accessory buildings shall be set back not less than 15 feet from a City of Boulder Street and not less than ten feet from all other lot lines.
(5) No detached structure, such as a storage shed, may be located within five feet of any mobile home or its attached structures.
(6) Mobile home lots shall be arranged to permit the safe and practical placement and removal of mobile homes.
(7) Gas and electric utilities shall be installed according to the appropriate codes.
(8) Internal streets must be at least 20 feet wide, or wider if necessary to accommodate the expected traffic or vehicles. Where on-street parking is allowed, additional eight feet wide parallel parking lanes must be provided.
(9) Parking: each lot must provide a minimum of two off-street parking spaces, these parking spaces must be of a size and design that parked vehicles do not pose a site hazard for the streets and roadways.
(10) Park and recreation area: a minimum of 10% of the gross mobile home park area shall be reserved for park and recreation development. Such areas shall be centrally located and be adequately landscaped with trees, shrubs, grass and recreational equipment.
(11) Perimeter landscaping: buffer landscaping shall be established along the perimeter or the park boundary.
(12) The city may require other standards and safeguards as specific locations and circumstances dictate.
