There is hereby created a fund, known as the Bridge Fund, and said fund shall be used in the erection and maintenance of bridges within the corporate limits of the city, and for the repairing and maintenance of all bridges now within the corporate limits of said city belonging to it, and said bridge fund shall not be used for any other purpose except those above mentioned, except by a two-thirds vote of the City Council.
