§ 150.05 BUILDING PERMIT REQUIRED.
   (A)   Because of the wide dispersal of the buildings, both residential and commercial, within the city, a system of building and zoning is necessary in said city.
   (B)   In order to protect the property holders and the property values in said city, no person, group of persons or corporation will erect a building or buildings within said city without first obtaining a permit therefor from the City Council for the fee of $1 per permit.
   (C)   All applications for permit will be made in person by the applicant, or his or her duly authorized representative in writing, at one of the regular meetings of the said Council, at which time the applicant will state the time when and the place where and the purpose for which said proposed construction will take place, and the type and size of the structure to be built together with the general specifications of said structure or structures.
   (D)   No permit will be issued, if in the opinion of the said City Council, acting as a board of building and zoning inspection, the proposed structure or structures will create a nuisance to, or detract from the appearance or value of, the property of adjoining property holders, either because of the type of the proposed structure or structures or the proposed use thereof.
   (E)   No business of an industrial nature, which in the opinion of the said City Council, will create a nuisance within the said city by reason of noise, smoke or other gaseous elements, will be permitted within the corporate limits of the said city, save and except that portion of the said city situated and lying south of the Boulder River, or other portion of said city to be designated by the said City Council upon proper application thereto.
   (F)   No business, which by way of process or otherwise creates: an offensive or nauseating odor, will be allowed within the corporate limits of the said city, nor within three miles thereof.
   (G)   No business in the nature of a store, hotel, garage, filling station, machine shop or others of like nature and character will be carried on in the said city, save and except on property facing on Main Street, and also excepting on property facing streets intersecting with the said Main Street and within the distance of one block thereof, and also excepting property facing on Centennial Avenue, beginning on Main Street and continuing along said Centennial Avenue westerly to the city limits without the express consent of the City Council entered in the minutes of one of their meetings; providing, however, that only certain types of business, to be approved by the said City Council acting as a board of building and zoning inspection, may be carried on or conducted along the course of the said Centennial Avenue as above described.
