Whenever any person whose license has been heretofore revoked by the action of the Council, or by operation of law, applies to the Administrator for a license, the Administrator shall first refer the application by written communication to the Council and no such license shall be is sued to such person, except by resolution passed by the majority vote of all the members of the Council and approved by the Mayor and attested by the Administrator.
