§ 91.04 PRIVATE RESPONSIBILITY.
   The owner or his or her agents, or the occupant, of any premises within the city, shall be responsible for the elimination of burning of the above-mentioned substances within the city, and it shall be unlawful for any such person to permit such burning on his or her premises.
