(A) The owner of property served by the city water system shall be liable for all water service fees and charges. The property owner is responsible for the payment of all water/sewer bills. Payments will be accepted from tenants, but that will not relieve the property owner of liability if the amount due becomes delinquent.
(B) The City Clerk shall bill water charges directly to the owner of rented dwellings.
