For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
PERSON. An individual, firm, partnership company association, joint stock association, private, municipal or public corporation; board, commission, agency, or department of government or any body politic; and includes a trustee, receiver, assignee or other similar representative.
WATER UTILITY. There is a water utility of the city, which includes the water system infrastructure now constructed by the city and any expansion of said system, which may take place in the future.
