§ 54.28 PROJECT APPLICATION AND APPROVAL.
   (A)   Prior to construction or contracting for construction for any sewer main line extension pursuant to this chapter, the following shall be submitted to the city:
      (1)   A written application describing the proposed project, accompanied by a map adequately describing the proposed mains, services, length, size, type and depth of mains and pipes, and the geographical location of said items, together with supporting data and date of anticipated completion;
      (2)   Satisfactory evidence that any necessary easements have been obtained;
      (3)   Satisfactory evidence of financial ability to pay for the total cost of construction; and
      (4)   Reliable estimates of the cost of construction.
   (B)   No construction may be started until project approval is granted by the city.
