A person who develops or constructs within the city any residential housing or other facilities in an area not served by the city sewer system on the effective date of this chapter and which requires the extension of any main line of the city sewer system to service said facilities shall pay the entire cost of constructing such extension. All sewer main line extensions constructed pursuant to this chapter shall, on the date of completion and final approval, become the property of the city and shall be operated and maintained by said city.
