The following grade levels of employment are hereby established within the village.
(A) Grade 1. This grade shall consist of those village employees who have not obtained a license for the operation of a water or sewer plant.
(B) Grade 2. This grade shall consist of those village employees who have obtained either one Class I license for the operation of either a water or sewer treatment plant.
(C) Grade 3. This grade shall consist of those village employees who have obtained either one Class II license for the operation of a water or sewer plant or a Class I license in each of the fields of water and sewer field operations.
(D) Grade 4. This grade shall consist of those village employees who have obtained one Class I license for the operation of either a water or sewage treatment plant and one Class II license for the operation of either a water or sewage treatment plant. The two licenses referred to in this grade level must be in separate fields.
(E) Grade 5. This grade shall consist of those village employees who have obtained two Class II licenses, one for the operation of a water plant and the other for the operation of a sewage treatment plant.
