§ 52.07 POWERS AND AUTHORITY OF INSPECTORS.
   (A)   The village shall make and enforce rules and regulations, subject to the review and approval by the Village Council, establishing the type and characteristics of sanitary sewage, industrial wastes and other matter not specifically covered in this chapter, which shall not be discharged into a public sewer and the municipal waste works, and the constituents and characteristics of industrial wastes admissible into a public sewer and the municipal waste works only after pretreatment. Such rules and regulations shall be subject to appeal to the Council which shall appoint three reputable and qualified persons to investigate the appeal and agree to affirm or reject the ruling of the village.
   (B)   The Village Administrator or such other duly authorized employees of the village bearing proper credentials and identification shall be permitted to enter upon all properties for the purposes of inspection, observation, testing, measurement and sampling in accordance with the provisions of this chapter.
