(A) It is just and reasonable to estimate that the wastewater utility consumes 20,000 gallons of water per month.
(B) The town wastewater utility shall be charged for utilities based on a fixed usage of 20,000 gallons of water per month, regardless of actual use.
(C) The wastewater utility shall be assessed charges based upon the aforementioned usage in accordance with the standard water and sewer rates as provided by the town for its customers.
