(A) There is hereby established a Special Non-Reverting Operating Fund for park and recreation purposes as provided in I.C. 36-10-3-22.
(B) The Town Clerk-Treasurer shall deposit fees, income and donations from park and recreation activities in the town into the Fund, and disburse money from the special Fund only on approved claims allowed and signed by the Town Council.
(C) Further, be it ordained that all monies deposited in the special Fund shall not revert back to the General Fund at the end of the fiscal year, but rather shall remain expendable for the costs and expenses associated with the operation of the town's park and recreation functions.
