§ 31.057  VISITORS AND PETITIONERS; PUBLIC MEETING PROCEDURES.
   (A)   Except during the time allotted for public discussion and comments, no person other than a member of the Council shall address that body, except with the consent of a majority of the members present.
   (B)   (1)   Persons wishing to address the Town Council at public meetings must sign up at the Town Hall at least five business days before the meeting at which they intend to speak, and indicate the subject matter they intend to discuss with the Town Council, in order to be added to the agenda for a Town Council meeting.
      (2)   The Town Council may, should the need arise, deviate from these rules by a majority vote.
