From and after the date of the passage of this section, all streets constructed within the corporate limits of the town shall be of a width of 35 feet and that the construction of the streets shall conform to the specifications as to fill, base and surface, which specifications are recorded and on file with the Clerk-Treasurer at his or her office in the Town Hall.
