The industrial cost recovery rates and charges shall be prepared, billed and collected in the manner provided by law and ordinance.
(A) The industrial cost recovery charges for treatment services at the treatment plant shall become effective for services rendered during the first month following completion of construction and shall be prepared and billed monthly.
(B) The annual industrial surcharge for the sewer collector system shall become effective for the calendar year following the year that construction is completed and shall be prepared and billed annually.
