Except as otherwise provided, the rates and charges as herein set forth shall become effective on the date that sanitary sewers of the sewer system are made available for connection to any lot, parcel of real estate or building; but in any event, the rates and charges shall become effective no later than July, 1977 in order that the first billing for sewage service shall be rendered no later than August 1st, 1977.
