Notwithstanding any other provision of this chapter, members of the Police Department or Sheriff's Department of Summit County, coming upon packs of dogs in a dangerous or vicious temperament, or after notification by citizens that such dogs have been killing other animals, are hereby authorized to kill all such dogs running at large.
