351.15 SNOW PARKING BANS.
   (a)   During snow storms whenever the accumulation of snow on the ground exceeds three inches, there shall be a ban on parking on any and all Village roads until such time as the snow has stopped falling and the streets have been plowed.
   (b)   The Village Police Department shall have the authority to have any vehicle or vehicles parked in violation of the ban towed at the owner's expense.
   (c)   The Mayor, shall determine when the accumulation of snow on the ground exceeds three inches and shall, exercising his discretion, determine when the above mentioned parking ban is to be enforced.
   (d)   Whenever the Mayor determines that it is expedient to enforce such parking bans, he shall notify the Chief of Police and the Street Commissioner and they may act to enforce this section.
   (e)   Such parking ban shall be in force until such time as the current precipitation has stopped and snow cleared back to mail boxes.
