In the event an applicant has been denied a permit, or if a permit has been revoked or suspended, the party affected shall have the right to appeal the denial, revocation, or suspension to the Board of Zoning Appeals. Such appeal shall be made in conformity with Section 1145.05 of the Planning and Zoning Code. The notice of appeal shall be filed within ten business days of the denial, revocation, or suspension. The burden of proof in such an appeal shall be upon the appellant to show that the denial or revocation was arbitrary or unreasonable.
