To provide funds for the purposes of general operations, maintenance, new equipment, extension and enlargement of Municipal services and facilities and capital improvement of the Village there shall be, and is hereby levied a tax on all salaries, wages, commissions and other compensation, and on net profits as hereinafter provided. This tax is levied to insure that the Village will be able in the future to pay all of the Municipal employees a fair wage taking into consideration the status of the economy, and the effects inflation may have on earnings.
