On or before October 1, 1968, or within thirty days after commencing business thereafter, each operator of every hotel or transient accommodation renting lodging to transient guests shall register the hotel or transient accommodation with the Fiscal Officer and obtain therefrom a "Transient Occupancy Hotel Certificate" which shall at all times be posted in a conspicuous place upon the premises.
Such certificate shall be on a form prescribed by the Fiscal Officer showing the name and address of the operator and the address of such establishment, the date the certificate was issued and certifying that the person named on such certificate has fulfilled the requirements of this chapter and is officially designated as an operator and as a trustee of the Fiscal Officer for the purpose of collecting and remitting the tax levied herein.
